The same thing does not apply to vacuuming or dusting the top shelf, however. So these types of tasks are the ones that you can put off - or at least have a regular or weekly schedule for.

For all the mothers out there, remember that you don't have to hire a housekeeper or handle the brunt of the work yourself when you have family members who can do it. Create a daily, weekly and monthly schedule of the house cleaning tasks which should be done and delegate.
If you have teenage kids who want to earn a little extra money, you can have them perform chores which are outside their regular responsibilities of keeping the house clean.

Let's say that dust has accumulated on the top shelves of your drawer. You should always address this first, and work your way down. Whatever dirt and grime you will remove will just fall off the floor - which can be easily vacuumed later on.
